I thought I was getting a good deal. I knew the laptop was locked, so I thought I could just format C drive and install a fresh version of Windows and I'd have good computer.
Well, it appears I was wrong. The laptop is stuck at the Dell Security Tools Preboot Authentication window and the cursor is in the shape of a watch or clock. It says to contact the administrator. I've tried to install Windows 7, Window 8, and I even tried to install Ubuntu and nothing will install on the hard drive.
I'm at my wits end. Is this hard drive encrypted or something? If I bought a new hard drive off of Ebay would this resolve the issue?
Or is this a PROM issue? Before spending more money after bad, can you boot into Ubuntu and run it off that USB drive? This is better than nothing but I was really hoping to have a working computer. It's possible that the wireless has been disabled in the BIOS.
When you say it isn't recognised, is that within the Ubuntu environment? It still displayed the preboot authentication window, so I'm assuming that there is a chip on the motherboard that is causing the problem. I also found out that I can make a persistent Ubuntu installation that uses a flash drive that contains all of the software updates such as Flash and others so I can turn this computer into a useful configuration.

This has prompted me to create a persistent Linux Mint Never know if it will come in handy. The laptop's security tools are working as they are designed. It would appear that the laptop's former owner has installed the security tools application to protect the contents of the hard drive. Without knowing the spec of the hard drive it could be an encrypted drive,however, most likely it's the TPM chip on the motherboard that is managing the security.
Without the password or the recovery key, there is no way to bypass the security system. As the system is prompting for a PreBoot Authentication I suspect the laptop is locked down. The only way to get a working laptop is to replace the motherboard.Understatement with security. Reliability and security are probably the two most important things for business users.

Dell's Latitude 6-series is neither very thin nor especially light and does not win any design awards either.
But it does not have to — business devices have other priorities: Ports, stability, simple handling, performance and restrained design are much more important for business customers. Dell built up quite a reputation in this area over the last couple of years and obviously wants to continue the success of the Latitude series. The 6-series within the Latitude range is in the upper range in terms of price and performance.
We only reviewed the latter premium rival. We already mentioned that the case of the Dell Latitude E is not going to win any design awards, but it will definitely work well in the workspace in return. The mixture of an angular touchpad and the rounded shape of the keyboard and the case is also restrained, but appealing.
The cover is made of anodized aluminum, the bottom is powder-coated and the palm rest is rubberized. Everything feels very sturdy, even though the Latitude E is not very light at 2. The stability of the base unit does not leave anything to be desired: Nothing can be pushed in or twisted; only the area of the right palm rest can be slightly pushed in with a lot of force. The cover is very pressure resistant, but force on the inner frame creates visible picture interferences.
All in all Dell's Latitude E is visually restrained, has convenient haptics and a good chassis, which is also very sturdy. If you prefer the weight and dimensions of an ultrabook, you should have a look at the Latitude 7-series. If you look at the sides of the notebook, you might be disappointed at first: Three USB ports are okay, but there are never enough.
Is that all? The Latitude E is therefore very well equipped, especially if you consider the inch form factor. The port layout is somewhat impractical : The ports at the back are quite useful to improve the cable handling. But why is the stereo jack so far at the back and also right next to the DVD drive?
